CNN —The top two senators on the Senate Committee on Veterans’ Affairs called the Biden administration’s plan to reduce veterans’ health care staffing a “mess” that could undercut the timing and quality of care. Their letter, obtained by CNN, called VA’s apparent “zero growth” policy a “drastic” and “shortsighted” decision. Though the VA told the committee that critical staff and some others would be exempt, Tester and Moran wrote that has not been the case. The VA has long been plagued by delays in health care. A decade ago, the Obama administration’s then-VA secretary, Eric Shinseki, resigned following revelations of sometimes deadly delays for veterans waiting for care at VA facilities.

CNN —The legal battle over a controversial Texas immigration law could eventually give the Supreme Court a chance to revisit a historic ruling that largely struck down Arizona’s “show me your papers” law and reaffirmed the federal government’s “broad, undoubted power” over immigration. “It would have been incredibly difficult for the 5th Circuit to let this law stand under existing Supreme Court precedent,” she said. ‘Show me your papers’ lawThe Arizona law is a high-profile example of what happens when states attempt to take immigration policy into their own hands. Jan Brewer signed the Support Our Law Enforcement and Safe Neighborhoods Act, known as SB 1070, into law in 2010. The Supreme Court upheld the “show me your papers” part of the law and struck down the three other parts.

CNN —John Podesta, a senior White House adviser focused on clean energy and climate, will take over as US climate diplomat after John Kerry steps down this spring, according to a source familiar with the move. Podesta first came to the Biden White House in September 2022, when he was tasked with implementing the climate measures in the Inflation Reduction Act. Podesta also previously served as a top climate adviser to former President Barack Obama, where he was involved both in domestic and international climate policy. Podesta will inherit a more favorable international climate landscape than Kerry did when he took the role in 2021. And Kerry prioritized restarting international climate talks between the US and China, after China abruptly halted cooperation over other geopolitical issues.

Some current and former officials and staffers said it’s the public nature of some of the challenges from federal employees that is unusual. The State Department has an honored tradition of allowing formal, structured statements of dissent to U.S. policy. It was done,'' said Thomas Shannon, a retired career foreign service officer who served in senior positions at the State Department. State Department officials say several expressions of dissent have made their way through the formal channels to Secretary of State Antony Blinken. One State Department official, 11-year veteran Josh Paul, quit late last month to protest the administration's rush to provide arms to Israel.

CNN —In the wake of Hamas’ deadly attacks on Israel, former President Donald Trump is turning to a strategy he employed during the 2016 campaign of using terror abroad – and fears of future attacks on American soil – to push for hard-line immigration policies in the United States. The former president’s rhetoric harks back to his 2016 presidential campaign and his first term in office, when he used fears over terror attacks stateside to block immigrants and refugees from predominantly Muslim countries. “We have leadership who doesn’t know what they’re doing,” Trump said after those attacks. But a few candidates have joined Trump in drawing parallels between the attacks in Israel and safety in the US. Biotech entrepreneur Vivek Ramaswamy has also sought to tie Israel’s war with Hamas to US-Mexico border policy.

U.S. economic policy in 2021 was met with a firestorm of criticism from many economists. I’m not talking just about Republican loyalists, who always predict disaster when a Democrat moves into the White House. But the economy has defied that dire prediction. If the policy choices of 2021 did any lasting damage, it’s invisible in the data. So let’s talk about where the economy is now, and ask what, if any, lasting damage the Biden administration’s early policy may have done.

CNN —The Biden administration on Friday proposed modest increases to fuel efficiency standards for the vehicles most Americans drive. The proposal fits alongside the administration’s push for increasing the share of electric vehicles on the roads. A nearly 700-page document outlined the potential options, including the administration’s proposal for increasing car fuel efficiency standards annually by 2% for cars and 4% for light trucks. The Environmental Protection Agency, which calculates the fuel economy estimates shown on vehicle window stickers, uses different tests that result in more realistic estimates. Soon after taking office, the Trump administration re-wrote the more stringent Obama administration’s proposal.

Mr. Biden paid the overdue tax bill in 2021. Mr. Weiss’s office has also charged Mr. Biden in connection with the purchase of a handgun in 2018, when Mr. Biden falsely said on a government form that he was not using drugs. But as part of the deal, the Justice Department, under what is known as a pretrial diversion agreement, said it would not prosecute Mr. Biden on the charge as long as Mr. Biden no longer owns a weapon and remains drug free for two years. As president, Mr. Trump, realizing that Mr. Biden was the candidate with the best chance to beat him in 2020, tried to weaponize Hunter Biden’s business dealings against his father. At the height of the 2020 election, Mr. Giuliani and other Trump confidants believed they had an October surprise that would catapult Mr. Trump to re-election when they obtained a cache of files from Hunter Biden’s laptop.

“The UK’s standing in the world has long been defined by its closeness to America,” a US administration official told CNN. “After Brexit, under Boris (Johnson) and (Liz) Truss, the UK was just so needy. And rather than cling onto the special relationship, the British are very happy with this new accolade. This is the point that UK officials now seem to understand.

CNN —The White House is closely monitoring the upcoming labor talks in the US auto industry, negotiations that could put it at odds with the traditional support of a major union. “As a White House point person on key issues related to the UAW and Big Three, Sperling will help ensure Administration-wide coordination across interested parties and among White House policymakers,” a White House official confirmed to CNN. Sperling, the official added, “will work hand-in-glove with Acting [Labor] Secretary Julie Su on all labor-related issues.” He will need to coordinate across multiple White House offices and other stakeholders across government for this new task. So the shift to EVs, supported by the Biden administration, is a major concern of the UAW heading into these talks. The current UPS contract expires July 31, and the union rank and file has already authorized an August 1 strike without a new deal.

In 2010 and 2011, the Obama administration negotiated over the debt ceiling in part because it wanted a debt deal. As long as the debt ceiling exists, there is no way to avoid negotiating over the debt ceiling. The way to get rid of the debt ceiling is to get rid of the debt ceiling. Defenders of the debt ceiling will tell you that it’s often the forcing mechanism for bipartisan debt deals, and as such, does more good than harm. Debt ceiling negotiations have become structurally unbalanced in a way that will make larger debt deals impossible.

Havana, Cuba CNN —Cuban President Miguel Diaz-Canel was given a second five year term by the country’s National Assembly on Wednesday, despite the severe economic conditions currently faced by the communist-run island. He replaced Raul Castro as president in 2013 and as First Secretary of the Cuban communist party in 2018. Following the Obama administration’s policy of rapprochement with Cuba, former President Donald Trump abruptly reversed course, implementing some of the toughest economic sanctions in decades. Diaz-Canel said the protestors were pawns of the US, part of a plot to bring down the Cuban government. The Biden administration responded with additional economic sanctions and has called on Diaz-Canel to release the prisoners.

The EPA in 2021 proposed re-listing the Salt Lake City area as in “attainment” for small particle pollution it had been failing to sufficiently control. But wildfires and dust storms off Great Salt Lake are erasing the progress that has been made. “I’ve received a number of emails from concerned citizens reconsidering living in Salt Lake City,” said Janice Brahney, an assistant professor at Utah State University’s watershed sciences department. Meanwhile, researchers found the highest levels of dust — and metals — in suburbs outside urban Salt Lake City. Researchers suspect suburban communities north of Salt Lake City could be receiving the majority of the dust that blows off the lake.
Saudi leaders will infuse the trip with a dose of spectacle. The Saudi king – or his powerful Crown Prince, Mohammed bin Salman – may bestow the Chinese leader with some honors and medals. Saudi Crown Prince Mohammed bin Salman fist bumps US President Joe Biden upon his arrival at Al Salman Palace, in Jeddah, Saudi Arabia, on July 15. Today, the US consumes only a fraction of that Saudi oil, and China is Saudi Arabia’s biggest client and trading partner. Over the last year, Gulf Arab countries appear to have ramped up their independent-minded policy.

HAVANA — Along with Iran, Syria and North Korea, Cuba is listed as a “state sponsor of terrorism” by the U.S. Department of State. Cuba has called the sponsor of terrorism designation "illegitimate and immoral," arguing that it deprives it of financing and credit sources. “‘Cuba is not a state sponsor of terrorism’ was a mantra from the moment I walked into the State Department to the moment I walked out,” he said. Throughout the 1980s, Cuba shared intelligence with, trained and apparently supplied weapons to revolutionary movements fighting military dictatorships in Central America. Cuba will once again be a “guarantor state.”The Biden administration has provided no evidence that Cuba sponsors terrorism.
